The so-called "well meant offer" is an irrational doctrine put forward by neo-Kuyperians and neo-Calvinists. Basically, the doctrine says that God's revealed will is that all men without exception be saved but God's secret will is that only the elect will be saved. Unfortunately that has never been the position of the Protestant Reformers in the Calvinist tradition nor is it part of any of the Reformed confessional standards. In fact, it is what might be called "semi-Arminianism." The general call of the Gospel is not the same thing as saying that God "desires" to save those whom He has reprobated from before creation. (Romans 9:11-13; 1 Peter 2:8).
